Problem connecting to s40 pro

Hello, this is my first time on here. I seem to be having problems connecting to my s40 ecu from the laptop. I'm using a rs232-USB serial converter and the software is installed ok. I keep getting a message saying ecu not present or switched off, I can confirm I have 12 volts on pin 31. The engine is not running, I'm guessing this shouldn't make any difference. Has anyone got some clues?

search, there have been many threads.

Most likely the problem us the serial converter or it's settings.
