From my scant knowledge of using chutes, the idea is to deploy as you cross the stripe ie. WOT and everything max'd out, the chute will fill quickly, add serious retardation and settle the back end - better to be pulling a chute with a stable car than the effect in the video. Brakes on the front of a drag vehicle don't do jack - there is usually minimal weight there and locked, skinny tyres will just aid an accident.
